Native Jetpack Support/JPM

Will have problems with AMO, and changes to the validator, when we need to update versions: https://bugzilla.mozilla.org/show_bug.cgi?id=1053714. Also, uploading a native jetpack will need to be supported on AMO: change jpm init to auto-populate versions in package.json.

Devtools SDK
