When developing a feature that is subject to customization, there are a flock of scenarios which affect the design.
There are a variety of builds we ship, which might have differing good choices, and different technical means of implementation. On top of that, there are add-ons like extensions and language packs, which activate differently. And of course, on top of all, there should be the user's choice.
